Fish dying, repeatedly breathing and and stressed

I am currently talking to someone on Facebook her fish are repeatedly breathing and stressed alcan any one offer advice?? Please and thankyou

Can anyone please help.
We added 2 new fish to our tank yesterday afternoon, I put in a small amount of water conditioner to counteract the water from the fish shop.
I woke up this morning to the filter off 😭 all fish at the top gasping for air just like this and water milky.
I quickly turned the filter on and used a sterile cup to add air.
Later they were still breathing like this so I took some water out and around 1/10th and as I was filling up to add back in I added the water conditioner to leave for 15 mins, the water conditioner I left to sit has crystallised in the water and is like a yellow colour with little white beads all through it, looks similar to salt.

It’s now been well over 12 hours, I’ve cleaned the filter, changed 1/3 of the water and their still panting and water still milky.
The fish are approx 3yr old and my son would be shattered if they died.
What do I do?
 
First, when fish are having trouble with respiration always do a major water change. Provided the parameters--and be certain it is understood this term refers to hardness (GH), pH and temperature (KH we can ignore for this)--are the same or nearly so between tank and tap water, major water changes cannot do any harm. Use only a conditioner.

Second, encourage this individual to invest in a basic testing unit, like the API Master Combo which has ammonia, nitrite, nitrate and pH. These are basic tests and should always be carried out at the sign of trouble.

Third, never add water from the bag into the tank; net the fish out, or pour the bag through a net over a bucket.

It is impossible to offer much more without more data. Tank size, existing fish, added fish, normal water changes, etc, etc. Turning off the filter obviously did not help any of this.

Hello Fish. I've read repeatedly, the following advice: "If you're at a loss of what to do for your fish, perform a bit larger than normal water change." This simple thing will replace most anything else.

Agree 100% with @Byron. Never add fish store water to your tank, always remove the fish and add only them to the tank.

Testing water parameters is important and when fish are in such stress; a large water change (matching the current good parameters) is the best treatment.
