Fish Dying One By One Of Dropsy Used Medication With No Luck

over the last couple of months i have had 2 guppies and 2 sword tails die of dropsy i have done water changes added salt also added anti internal bactiria to the tank and its still not working i need some help ive had the water checked its fine so why do my fish keep dying also i have one of my black phantoms poorly his eye looked swollen with a patch of blood at the bottom of his eye i gave him a salt bath and put him back in the tank his eye has gone down but the blood is still there what has he done :shout: help me please
 
well salt is the last thing you should be using unless its epsom salt and thats at a quarter of a teaspoon per gallon.

yes its epson salt ive never had any trouble but this dropsy is just eating away at my fish i cleaned the gravel last night did a water change and woke up this morning with my female sword tail dead
