Fish Constantlly Swims Top Of Tank

i have got a bigger tank for my tropical fish i had 2 neons and 2 tetras from the old tank so i bought 6 more neons and 4 mollies they are all swimming at the top of the tank like they want air i have put fresh start and anti slime and velvet solutions in the tank but they are still swimming at the top i also have a plecostomus he is about 3inches long he is also from the old tank and he seems to be fine all fish are eating as normal spoken to pet shops can't help me so abit confused where to go from here hope someone can help
 
im not 100% on this but it could be high levels of nitrite/ammonia,
r the fish sort of heavy breathing or gasping for air?
how r they behaving otherwise? lazy?

they are constantlly swimming with there mouths touching the top of the water surface they seem quite livelly and the gills are going quite quick
 
im sure i had this problem b4 and it was nitrite/ammonia
another sign is if the gills turn pink if its not normally pink
 
Try adding a source of air. Such as a powerhead or an airstone!!
 
yh adding air could help the problem, its usually to do with the nitrite suffocating the fish i beleive.
