First Planted Tank

Ok well i my self am setting up a 20 gallon reef this month but the rest of my family want a planted tank.

First things first i am on a budget of $200 for dry goods tank,lighting,substate,co2 system(diy),hob filter,heater,test kits. I have on idea what to use for a freshy planted tank so please help me .

For stocking over a period of 3 or 4 months after cycle maybe like some small snails,shrimp and neon tetras.
No idea on plants.
