Fin / Tail Rot

I've been wondering if the betta I bought from the fish hell that is Wal Mart might have fin and tail rot. His colors are very bright, but his fins and tail are sort of short, and whitish around the edges. I wondered if this may be a sign of him recovering from rot? I've never had this problem before, Will good water quality and a little salt do him as much good as anything?

fin rot can vary, or at least it has in my experience. sometimes the fins seem to disappear, and sometimes parts of the fin go, leaving the boney bits (the long thin strands) behind. well, it made sense in my head!!!

In fin rot the tails and fins become all ragied and can fall of> but they can grow back 8)
