Is the border dark? Or is there a white edge? It looks pretty transparent to me which would indicate new fin growth but it's hard to tell from the picture

it is almost clear/white. SO that mean its new fin growth.?!?!?!?

looks like new growth to me, even with the silhouetted pic. I would just wait and see before trying to treat for something it might not be.
