I have a male black phantom tetra nad is nice long fings have gone slightly torn and turned white.
My water quality is always perfect. ammonia at 0 nitrite at 0 nitrate at 0 and ph 7.0. I was thinking could it be due to a lack of food? Like when we go without food our body starts eating itself. Could this be the same case for the fish? He is very shy and my clowns push him away from the food. If they dont fight, they dont get it. What do you think?
 
If there no fish nipping his fins it bacterial finrot.
 
I agree. It's definitely bacterial. Do at least two 50% water changes immediately (and don't forget to vacuum the gravel well), lower the temp in your tank, add aquarium salt (according to the directions on package - this improves gill function and can remain the your tank at all times), and treat with Maracyn and Maracyn 2. Unfortunately, you are going to lose some fish.
