Fin Rot?

Hi, one of our male Guppys is slowly losing his tail. We have watched himn almost all day, and he is not being attacked by the other males, they are all getting along peacfully - bits of his fin are just slowly flaking off. The water stats are OK too, Ammonia 0, Nitrite 0, Nitrate 20. Does he have Fin Rot? Is there anything we can do about it without affecting the other fish? He's obviously having a lot of difficulty swimming as he only has half a tail fin left and we feel bad about him. All the other fish are getting along fine. Is it just a case of removing the carbon from the filter and adding medication?
 
Our guppy's tail is even worse this morning, it seems to be disappearing by the hour. There is hardly any of it left now apart from a bit at the bottom, and now he's having trouble swimming and losing his colour. He's just floating at the surface mostly because it's too much effort to swim. Our water stats are still fine as before. Can anyone help?
 
The fish has bacterial finrot and need a good antibiotic which is not abailable in the uk, if he's struggling to swim sorry he's not going to make it.
 
No, he didn't make it, died this afternoon :( oh well, the others are ok at least, thanks for the help.

Keep an eye on livebearers guppys are prone to bacterial finrot, have to nip it in the bud fast as it can kill them fast.
