Fin Rot? Or Worse

So, I was examinating my bettas a couple days ago. I noticed that Bling my HM had a small tail. As if bit off it was smaller rigity and had the tips black. Is it fin-rot? I did a full water change and I was wondering how do I treat fin rot?
