Fin Nipper?

My male fighter's tail has been badly bittien, and im guessing its the one Angel fish I have in the tank. But what else could be doing it. Are Rams fin nippers?

2 Female Fighters
1 Angel
2 Rams
1 Red Tail Shark
7 Discus
14 Neons
6 Loaches
2 Plecs
2 Severum
1 Platty
1 Gourami

I plan to get rid of alot of these fish since they should not be kept with Discus, but I didn't know this at the time. I was thinking about keeping all my Neons, all Loaches, Plecs and the 2 Rams 2 Female Fighters and Male, are they suited for a Discus tank?

ive been told by a range of people that neons are a good cause to nipped betta tails when put together so this could be an option even though ive owned a better in a neon tank for a while and hes ok

As a general rule, bettas don't do well in community tanks. There are several possible suspects in the tank. The red tail shark would be my 1st guess though.
