Fin Nipper Help?

As some of the betta followers may remember, a number of months ago I had two males duke it out unintentionally, leaving one (Ice) depressed for a week. Both Flare and Ice are doing great since the ordeal except one thing. Ice seems to have turned on himself! He is in a tank with sand, water parameters are 0,0, and 0 (unfiltered 3g that gets water changes every other day, decorated with sand and live plants.) I will be honest and say that I have slacked and forgot to change his water this week (just did one) but thanks to live plants there was no ammonia after a week! But anyways.

Ice seems to act normally. He eats fine, dances for me, makes big big bubble nests and is just a normal betta. Why does he eat his tail, and how to I get him to stop??
 
You can really see what he has done to himself :( he had such pretty flowing fins! I do change his decorations everytime i do a water change. I move them around and such. I am thinking a bigger tank may be in order. I have a spare ten gallon that I may split between him and rockstar. Since the tank is enpty, the barrier will probably work better. Oh and the last picture looks like possible fin rot. I have been keeping an eye on him. that is actually what is left of the white on his fins as he was a butterfly till he ate the white

And his happiness. It is one THICK bubble nest, about a cm off the top of the water.
