Hi my name is paul maynard and have just set up my first tank today (59 litre)
i have a renafilstariV3 internal filter (internal) should i have it set up to run with bibbles coming out or not?
please help

and have added stess coat and strees zyme as instucted

i am running for 2 weeks before i add any fish

Hi and welcome to the forum.

Bubbles are not really needed but make sure that you place the filter head (i.e. where the water comes back into the tank) on the boardline of the waters surface - this increases gas exchange and creates a good current too!
Running for 2 weeks is OK, but only if you've added a form of Ammonia - you really need to do a fishless cycle. Google this word (Fishless Cycle) and you will get loads of answers, or just look at the pinned topics of this forum.
Fishless cycling takes 4-6 weeks but is much better for the fish.
