hey, i have a HOB filter, should it be raised so that the filter is dropping water into the tank or should it be lvl flowing the water into the tank, waterfall or stream effect i guess is the best way to depict it..

Personal choice. The higher the temperature the more aeration becomes important. If you have the water up to "almost level" (so that it's silent) and your fish aren't distressed you don't have anything to worry about. Extra aeration with a lower water level (So that it "trickles") increases bacterial growth if you are still cycling.

To increase surface movement another option is to tape on a piece of plastic (say, from a cut up Coke bottle) so that the water flows out across the water surface without as much trickle noise.
 
It boils down to personal choice but I personally raise the water to the lie of the filter so it kind've "pushes" the water outward. I have many plants in my tank and it seems there is enough oxygenate that way. Sometimes the water evaporates, so the water kind've does a miniature waterfall thing.
