is there any way i could make a fliter cheap either using a twin output air pump or a submersible pump, i am just brainstorming a few ideas of what i can use to filter my 39gal when i change the ugf so i can make it planted

Well, in theory, all you need is to create water flow over a fair sized sponge. You can use an air pump to draw water through a tube, with a sponge around the bottom of the tube that has the air flowing through it... or something similar. Alternatively, a submersible pump with a sponge stuck to the inlet

I would suggest you make some kind of cage for the sponge, a way to easily remove the media for claning without having to touch the sponge itself. Because if you do that you may inadvertently release all the filth that builds up in the sponge into the tank as you remove it.
