does anyone know if this model of filter should be completely submerged in the water, or with the top part above water? this is a link to a site with pics... thanks...

I would leave the very top bit above the water if it is a thing which you can control the airflow with - if it isn't submerge the whole thing. As longas the part which squirts out the water is submerged it should be ok.
