Filter Won't Pump Water

i need help getting my filter to start flowing water. all it does is make the water spin around in the filter and not go all the way up the tube.

the filter drains about half of it's volume into the tubes, but not high enough to go out the outlet and into the fish tank.

is there some trick i'm missing that i should be doing? i filled the canister filter completely. the outlet and inlet tubes are fully submerged.

my water is stagnant until i can get this working. is it because there's too much air in the tubes? (is this what "priming" is called?)

(ps. i have the marineland magnum 350 pro canister filter)

(pps. i often have a problem with the inlet and outlet tubes changing direction, where i have to switch the tubes going into the filter, but i checked and it seems to be going the right way this time)

it didn't actually. i replaced all the filter media, so everything should be wide open for this to work.

thanks i think i got it now though.

i reversed the tubes again. it's like everytime i reverse them, it re-reverses them so it doesn't work.

i HATE this filter.
