I have cycled my tank and now have a few fish in the tank and have read so much about bacteria building up in the filter and was wondering what happenend when u change the thin sponge the filter is a internal jewel one

the thin spone, as in the white one which is at the top in the filter?
if so this is sort of, a fine partical filter/ polishing pad, i change mine when the other gets too clogged, you can sometimes wash it in aquarium water and re-use it once or twice if your lucky! but it wouldn't make much of an impact on the bacteria, it isn't designed to hold a bacterial colony, thats what the other coarser sponges are for, you would be fine just to clean it or replace it, if though your tank is just freshly cycled i would wait a while longer before moving/changing anything in the filter.
