how does the Tetra Whisper power filter (hang-on-back) compare to the Marineland (Penguin not Emperor) BIO-Wheel filters?
 
I don't normally contribute to the filter vs. filter comarison because I find most of them very, very similar, but I must say that I really think whispers suck.
 
Best filtration hands down is hagen aquaclear, everyone who says elseways is plain wrong, whispers are aparently among the worst along with ehiem, and then tetratec, the emporers are second behind Aquaclear
And aquaclears are the cheapest too

you could recalculate the rateings have been reduced recently but ac is still way ahead

Not only are aquaclears the best and cheapest. They can be used with any filtration media. Can make your own with bags, cut to fit media, filter floss you name it! I save tons of money not ever having to buy an overpriced filter cartridge. The aquaclear sponge lasts for a long time, I replace maybe once every six months, and could last much longer.

I use lava rock and ceramic cylinders for bacteria colonies, this works as well, as the bio wheel, maybe even better. The ceramic cylinders work so well, they decided to include them now. I used ones meant for canister filters. Anything that can be put in a canister filter will fit in an aquaclear!
 
There are reviews of both filters at the URL below. Ultimately, the question "which is the best filter" can only be answered by you. Each filter has it's own features, price point and cost of maintenance. Do you homework, buy from a company with a return policy, and figure out what you want in a filter.

I agree with everything except the eheim. Eheim are one of the most trusted and reliable filter manufacturers in the world. Just do a google search for "eheim review". Any of the externals, anyway, I don't know much about their HOB or internals. They are bloody expensive though, since they're imported from germany.
 
Apparently eheim also manufactures the water pumps for the space program.

Agreed Ehiems are excellent


except for there liberty HOBs,

Their internals are fine and the powerhead on it is very maneuverable but not as standout as their canisters
