Filter And Tank Sizes...

Is it better to install a larger filter than really needed for a given tank/stock size? i.e. putting a Fluval 2 Plus in my 18x10x10 quarantine tank (that would happily take a Fluval 1 Plus). My thinking is: a greater amount of filter foam = more benficial bacteria = the ability to handle a 'full load' of fish e.g. if my main tanks fish need to be moved temporarily/in an emergency into the smaller tank).
 
Yes it is better to over-filter, however you must remember 2 things.

1. The filter may produce a current too strong for the fish (so be careful where and how you place it)
2. It doesn't mean that you can over-stock - size is what affects the fish and their growth. A small tank = a small and unhappy fish.
