can i use it during a fishless cycle, will it affect it?
also its says once a week with a water change?

i dont want to change the water yet due to my fishless cycle

my plants are really getting bad but still some good ones left

You can use it during a cycle, it wont affect it.
Dose daily, not weekly. 1ml per 20litres is a good start.
If u concentrate on getting the plants growing, i.e. supply constant nutrients, carbon (via liquid additive or carbon dioxide), good water flow, then the plants will be growing so quickly that a conventional fishless cycle wont be needed. The plants should be growing quick enough to utilise enough ammonia so the fish aren't harmed (reads "0" on test kit) at the same time as any left over (undetectable) ammonia building up the nitrifying bacteria in the filter.

i should have my co2 system set-up by early next week.

"How long to i do 1ml day for?". How long is a piece of string? Try it out and adjust as necessary. If the plants show sign of deficiency (they shouldn't with this dosing if you've only got low lighting) then increase the dosage.

Typical fishless cycle is adding ammonia to the new tank so that bacteria can establish in the filter. But for planted tanks you don't really want to do that because ammonia causes algae.

The plants will be doing a lot of the work initially but the good bacteria will also be working after a few weeks of establishing itself.
