Is the Fishless Cycling suppose to bring up the pH into the alkaline range

because I have a Eco-Complete and Folurite substrate in my !0 gal.

With ph:7.8,Ammonia:5..0ppm,Nitrite:0ppm,Nitrate160ppm.

If you are currently in the cycle, don't worry too much about it. PH can swing quite a bit during a cycle.

It might not really sure, however, the EC releases both GH and KH into the water and the add KH will raise the pH.
