Fertelizer On Top After Lots Of Redecorating

I have had flourite in my tank for a while now, and of course, I have also redecorated my tank over time.

Lots of the flourite is mixed in with the my small pebble/sand layer. I see lots of the pictures in this forum dont seem to have this problem? Anyway to prevent it? or is it just going to happen no matter what. thanks

there really isn't anyway of getting around it. The same happens to me laterite. If it really starts to bug me, I just push it down with my fingers. I'm pretty sure that flourite can be mixed with gravel, and doesn't necessarily need to be on the bottom like the laterite does.
