Can two female guppies and a male betta co-exist in a 5.5 gallon heavily planted?

Yes thats not a problem but i would as a rule avoid keep the two together.
The betta would happily eat any babies though
 
Yes I figured that the betta would eat the fry but there will be no males with them so once they have their initial fry from the store I can control if I want them to have fry. So your saying they are ok but you wouldn't keep them together?
 
Male Bettas are a touch-and-go kind of tankmate. It could work, but it could get bad very quickly too. The only way to be certain is to try it unfortunately. That is why I would not personally do it.
 
yes, the main trigger for betta's is long fins and bright colour, so avoid the brightest coloured females.
