Female Bettas In A 29 Gallon?

Hello! Been a while since I've posted on here . I've been away at college and that means most of my fish have been at home. (Thank goodness my parents like them!) How many females are ok for a 29 gallon? I tried searching for it, but couldn't find much. So far I have 5 females (after one turned out to be a boy a while ago) and they are always hiding! The tank looks so empty lol. They are in there with a dwarf gourami, a serpae tetra, and 3 kuhli loaches, all of which are from years ago when I had a community tank minus the bettas (so they are quite old :() I'd like to get more females but I don't want to overstock the tank. Thanks for any help!
 
I think you could go for 2-3 more. Is the tank well planted? If not, then this might be why they're hiding. They may not feel secure.
 
Thanks for the reply! Its all silk plants, and there are lots of them! There are also rock caves and some terra cotta pots. So lots of hiding places :)
