Sadly not, but some LFS's will give you pest ones for free.

I've never found a lfs that has done that yet?

Buy a live plant, don't wash it under tapwater (contains chlorine, which will kill the snail eggs). Then get a little container, and soon enough you will have a little snail culture of your own.
But ask your lfs (who sells the live plants) if they use snail-be-gone.

I've bought lots of live plants but never ever managed to get any snails

That could be because your lfs uses snail-be-gone. Or wherever you get the aquatic plants.

You could buy some plants on aquabid. Honestly, every plant I get from someone online has snails. LOL

Sometimes AquaBid has listings for pond snails. If you can get them, they'll keep re-populating for you
