Fed Up Of Waiting

I now have everything I need to start my first adventure into the hobby, except two vital things, the filter and the test kit. I'm still waiting on them but they won't arrive until Monday / Tuesday next week. Can I set my tank up this weekend whilst I have a lot of free time, add all the water etc. then just add the filter in when it arrives, test the water and then start cycling? (Obviously minus the fish.) I have one live plant just now with a couple more on the way that I'd like to add in too.
