Fancy Guppy Rotting While Alive?

I've taken these photos to my local fish store, and they're stumped. I have a 20 gal tank with 5 White clouds, and 3 fancy guppies, 2 female one male. About 2 weeks ago one of the females developed this condition. Basically a white, fuzzy substance coming from between her scales on the right side of her midsection. This slowly spread over to the other side, and to fins in the area. We figured it might be some type of injury, but I also saw white spots on some fins which would come and go.

Well, she died about a week ago, and idiot me didn't take any photos. Now the male has the same thing, in the exact same position. I've tried to take some photos of him, which I've attached. They still eat, still swim normally, however he seems uninterested in sex (which I didn't think was possible). Near the end the female seemed to be breathing heavily and staying near the surface.

Water is good so far as I can tell, no ammonia or nitrite, 12ppm nitrate, 6.4ph.

The other fish seemed to be ok when the female got sick, but now I think they are acting stressed.

HELP!!!

Looks like columnaris. Watch the other fish for signs. Do a nice big watercgange. If you see other fish showing symptoms, you will need meds.

Crap, I had already settled on Costia and treated with a water change and API's General Cure powder. I do have one White Cloud who is breathing heavily and not eating. Should I go get some Tetracycline?
