it's called a palludarium or marsh tank
Basically it is just a fish tank without much water in. The plants have their roots and bottom part in water and the rest out of water. Many plants will actually flower when kepts under these conditions whereas they don't flower when kept completely underwater.
If you don't have fish in the tank then you can use normal garden fertiliser. If you have fish in the tank then use normal aquarium fertiliser.
You don't need heating unless it is in a very cold room or there are tropical fish in it.
The tank is normally covered to increase the humidity but you can remove the cover and toughten the plants up. Many indoor house plants do well in this style of tank.
These tanks are commonly used for amphibians like newts and frogs. Killifish and some of the smaller Betta sp are also kept in them.
