It's probably just pond snail eggs. Pick them off if you still want your plants intact.

It depends, do you want snails? I've noticed pond snails are unsightly, so I'd throw them out, but that's just me.

If I was you I would do a good hunt to try and stop the problem before it gets bad. In the future when buying new plants a quick bleach bath helps prevent them.
