Effective Algae Control

I currently have a 20G long with only 1 fish, a adult jewel cichlid. There is tons of algae in the tank, and I hate having to clean out the whole tank every 6 months or less. A problem area that I might have is that I only change my filter pads every 2-3 months, however my filter is a emperor 400. There is only 1 watt per gallon, and not too much sunlight. What can/should I do to get rid and keep away all forms of algae? Ask any questions of information I might of left out and such.

How often do you perform water changes?

I only top off really, I dont really perform water changes.
 
So that is the sole cause? I dont have much time for water changes, guess Ill have to deal with the algae.

By top off, do you mean just add to the water to replace the evaporated water.?

If this is the case, you may find that the tank and the fish would be better off if you did find the time to perform a 25% water change each week or two. It may even save the time you have to put in to get rid of the algae manually..

rooster - i guess an answer mixed in with sarcasm might help a little more ;) .. although i totally agree.
