E. Ozelot Not Growing

I have an ozelot in my tank for about 6 months now and nothing is happening. It is not dying off, but it is not growing either. I wanted it to be a centre piece plant but now it is hardly visible behind the wood. My substrate consists of Seradepot covered with small gravel. What should I do to make it grow?

Tank size
Lights
Any ferts?
Any Carbon addition?

Even in a low light tank, I'd expect to see considerable growth in 6months.
 
I know what you mean Radar, that is why I posted....

Tank size: 180 litres (46 gallons), height 50 cm.
Lights: 2x 14 and 2 x 15 W on for 8 hrs a day, total 1.26 WpG
Seradepot substrate with small gravel on top
Liquid carbon daily
Nitrogen and Potassium 2x a week according to the Seachem specifications (5 and 2.5 ml)when I am not travelling

Regarding fish: I am overstocked and should get a fair amount of nutrients additionally from the fish waste.
 
I'm sure she's in a hard water area. Everything else is growing?? Stunted growth is either C02 or Nitrogen related.
