PH 7.6, Nitrite 1.0, nitrate 0, ammonia 0

Too high PH and nitrite I assume.

is this too high for neon tetras and tigerbarbs?

I recently used Ich away from jungle brand as well, and my heater seems to fluctuate degrees really easily.
 
Well if your heater allows the temperature to fluctuate more then 2 or 3 degrees this could cause problems and stress your fish. Maybe try finding a more consistent heater.

Sounds like your tank is still trying to cycle. How often do you do water changes? How long has your tank been setup?

PH is a little high possibly, but Tiger Barbs should be more tolerant then the neons. How long have you had the fish in question? How many have died of each breed?

my tank is 30 gallons and its about 3 weeks old. i changed it 10-20% a week. why would it still cycle? the petco guy said i need to only let it run 48 hours.

1 of my tiger barbs died because i think it couldn't get used to the tank (didn't school with the rest of my fish and was always a loner when i got him). 6 neons died already.

the rest of my barbs (now 7) are doing ok, not as active but they still chase each other around once in awhile. my neons are scattered and not schooling at all so they're doing pretty bad.

i also had ich recently and i put in medication, i think i might have overdosed, since it was only my barbs that had ich symptoms.
 
If I had a dollar for everytime I heard "the guy at petxxx said" I wouldn't have to go to work for a while. You wouldn't go to McDonalds for cooking advice, don't go to xxxmart for fishkeeping advice. In both instances they barely know the products they are selling, and they are only there to sell.

If you are seeing zero ammonia, and some nitrite, your tank is somewhere in the middle of cycling. Your fish had ick because you bought them from Petco, they would have ick if I or anyone else bought them. Dealing with a privately owned shop will help, you get better quality fish, and often better advice.

20% water changes daily umtil you have zero ammo & nitrites and are seeing some nitrates might save your fish, neons are fragle to begin with, cycling a tank with them usually doesn't work. Don't worry about the pH, it is fine, adjusting it will cause more problems than you want to know. I breed angels in tap water that is 7.6 to 7.8 without any problems.
