Dwarf Puffer, African Dwarf Frog, & Beta

I have a few options and i was wondering if they we possible.
what options are possible and what would my best bet be?

1)1.5 gallon fish tank
1 small Beta & 1 small African Dwarf Frog(not the clawed kind)
2)1.5 gallon fish tank
1 small African Dwarf Frog and 1 dwarf puffer
3)45 gallon fish tank
1 small African Dwarf Frog and 1 dwarf puffer.(what else can i put in here?)

dwarf puffers should be kept with their own kind, 1 puffer per 5 US gallons!

1.5 gallon is to small for a beta, and a dwarf frog as dwarf frogs cant be kept in tanks with filters because the vibrations stress them.

wat if the filter is an undergravel filter?
no, it still produces vibrations
