So I was wondering IF a dwarf pleco such as a dwarf goldspot or a dwarf snowall could go in a 20 gallon high... Now I will have peacock gudgeons, 3 to be exact but I still feel like I could do 1 small dwarf pleco, but I understand if I can't. I'm also up for any other suggestions

A 20 high would be the minimum for a bristlenose pleco, not sure about clown plecos. Snowball plecos need larger I believe. What is your full stocking plan?

Blue dream shrimp, nerite snails (maybe), peacock gudgeons, and rasbora espei aka lambchop rasbora

Well a clown pleco is 1/2 the size of a bn and a lot less active; conversely i would not keep a bn in anything less than a 40B.
