Dropsy?

I noticed a couple of weeks ago that one of my rainbows had fungus. So I treated the water with Tetra Fin General Tonic. This has cured the fish in question and is now displaying to the females and acting as healthy can be. I noticed however that half way through the treatment that another Ranbow developed the Fungus, so I left it it to see if it would react to the previous medication. Not the case and it died within 5 days. Also One of My Zebra Danio has developed bulging eyes and a lump on his head, another Rainbow Female is now acting lethargically, and has developed a rounded belly. I apply a 10% water change weekly.

Is this Dropsy?

Nitrite 0
pH 7
Nitrate 0.5

I Intend to thouroghly clean the gravel with a (Gravel Cleaning Hose?), and apply the General Tonic again. (and keep my fingers crossed).

Can anyone give me more advice. - I have read something about adding Salt (What kind of Salt)?
 
A fish that has dropsy will look like a pine cone with there scales sticking out. Salt (aquarium salt not marine salt) is a good cure all kind of remedy. Do you have the sick fish in a hospital tank. If not don't add salt to the main tank as the Cory's are sensitive to salt. As for now honestly I wouldn't add anything (meds) to the water just yet. There is something else going wrong with your tank not just fungus.
