Don't Know If My Tank Is Working Properly

I have a 70litre tank that I first time set up on 20/10/14. I put sand in with all the ornaments and added a filter, heater, thermometer and air pump. When I filled my tank up I was told to add water conditioner and pure aquarium gel balls to clear the water. After I had done so all this I left the tank to clear in a matter of 4 days its gone from cloudines and now it is almost visible to see straight through the tank. I was wanting to know if I have set my tank up right and what it is I am meant to do next. How long should I leave my tank cycle before I can add fish. I also did a strip test on the water and the levels were,

Gh-between 30&60ppm
Kh-40ppm
Ph-7.0ppm
Nitrite-0ppm
Nitrate-0ppm

Are the levels OK as I have not had any fish in yet, and if not how can I make it better, please help.
 
As stated above just letting your tank sit will not cycle it. I would recommend getting a liquid test kit since the dip strips are rather inaccurate.
Be sure to have a read of THIS which you can also find in the link SSU gave you. You'll also want ammonia which you can find sources for HERE.

The tank won't cycle on it's own - you need to add ammonia to get the beneficial bacteria to grow otherwise any fish you put in there will be poisoned by their own waste. Follow the links that Nin and Shiny gave you and follow the instructions to the letter for a tank that can be fully stocked when it's cycled in about 5 weeks. The process can be reduced time-wise if you can get some donated mature media (filter media and/or substrate from a mature tank) or if you can get some Tetra Safe Start which contains beneficial bacteria. It's not a plug-and-play product but can significantly reduce the cycle time and it's readily available in the UK.
