its a 60l tank(15g) 60x35x30
2 female honey gouramis (can these go together with no male???)
7 cardinal tetras
5 cherry barbs
2 rams (m and f)
5 otos + 5shrimp
is this alright?

Cardinal tetras get up to about 2 inches...
Cherry barbs about 2"
rams about 4"
otos 1.5"
honey gourami 2"

that's 43.5" .... In a 15 gallon.. Way way tooo much It would rather be different if u were like 5-10 inches over. I could understand that but Honestly thats a little too much for a 15 gallon. LOL.. NO offense..

I would agree that you are overstocked. IMO, the rams need a bigger tank because of their size and aggression. In general they are peaceful but become very aggressive when mating. I would also skip the otos. Personally, I've had no success with them. They are prone to sudden deaths and need very good water conditions. And being active swimmers, the barbs are generally said to need at least a 30 gallon tank.

I would go with the cardinals, gouramis and shrimp (get amanos as they will eat algae).

do honey goramis do best as 1 male and 2 females? and are they happy just being 2 females?

they would be fine as 2 females,
But seriously do your research before buying any of the fish,
Consider their mature size, what their swimming habits are,

and do you know about cycling your tank?

Personally in a small tank like yours I would only consider having a vary of tetra species or some guppies one sex only else you will have heck loads of babies.

and if you want an algae eater only one because of the tank and the amount of algae it could have,
unless your prepared to feed vegetables like,
cucumber lettuce etc..

if you stock how you plan on you will have very unhappy and dead fish,
Imagine living in a small room all your life using the space as your toilet (floor)
now add a few more people thats not healthy
