Or can it be just on the surface, hence being not over or under the surface but both at the same time?

even below the water line it will still add some surface agitation.yes and no. if you need the O2, it should be above the water, if u require water currents, below should be fine.
It will work just the same.
The key point here is surface agitation. Basically, if its agitating the water surface, it's helping oxygenate the water. Doesn't really matter where you position it. Oxygenation of the water would be my main consideration here.![]()
Below the surface is fine![]()
I have mine about an inch below the surface but the holes are angled upwards to agitate the water.
This still allows oxygen exchange without the splashing noises caused when the bar is above the surface and also ensures that floating food gets distributed all over the tank. If I were adding CO2, then I would angle the holes down to reduce the surface agitation. Just do what suits you and your fish best.
The position of the spraybar will not affect the inlet at all, just make sure it is positioned low enough that it will not be left dry during any water changes.
