i wouldn't imagine a dwarf gourami picking on anything, considering they are peacful fish. but maybe a gourami like a paradise gourami, ya i would consider it picking on it.
 
my dwarf frog has a broken pot for him and he hides there and when he needs air he goes to the suface real fast and then goes back to is pot. is he scared of my gourami?

i don't know why it would be afraid, dwarf gouramis are relativley peacful fishies.
 
These are the frog and gourami sharing a 2.5 gallon? My guess would be that the gourami is feeling cramped and this is making him more aggressive. Just a thought.
 
Also, the ADFs really prefer at least one other frog for company. Between being alone, adn being in a small place with a possible some-what nippy fish, it could make him hide a lot. I'd move him or the gourami out, and add another frog. That should help.
