Do night lights encourage algae to grow?

In the 3 weeks I wasnt home we've had some major outbreaks of algae ... no clue what my mum does to tanks, but as soon as she comes near it the algae starts to grow
I'm lowering the light durance to 8 hours a day, but that means I pretty much wont see my fish, ever ... so I was thinking about getting those blue/night lights. However, is this still classed as "light" and will algae grow in it?

i always had my black light on at night
but i only have a bacterial bloom so i really cant tell
