Do I Need To Remove Weights And Foam From Plants?

I know it's a bit of a newbie question and probably in the wrong place. But my Twisted Vallis came with foam wrapped around roots and a weight wrapped around that. I assumed you needed to leave them both on when planting them in the substrate to stop them floating off but now I am not sure. My other plants came in weighted plastic baskets. Again, do they need removing from this and planting directly in my substrate. Advice greatly welcomed as I'm learning more every day.

45l (10gal UK) tropical tank.
1-3mm gravel substrate.
77F
Currently fishless cycling
 
I always remove the weight and foam wrap... plants don't have them naturally... if you have a deep enough substrate they should stay 'down' fine...
 
i used to leave the foam and weights on, but the plants kept dying
now i've taken it off and tucked it into the gravel the things are actually growing
 
Its deffintaly better to remove them in my opinion. This way you can spread out mulitple plants that are wrapped together.
