I have 2 of these in our 200l tank - is this enough to start growing plants? i dont want to be dealing with co2 n all that at first - just the basics!

well.. does say 'keeps plants healthy'. Its the colour you need to investigate, does it give a measurement? example 6500K ?
Good bulbs. You wont need to change them. As stated already, plants dont really care about kelvin. It's another myth that "plants should be provided with a kelvin between 6500K - 8000K"
2x38W over 200litre would be classed as medium light in my eyes. You could get away with just dosing liquid carbon instead of injecting gaseous CO2. DIY yeast CO2 is out of the question as 200lites is far too large for this method.
With just one 38W bulb, you wouldnt need to supply any carbon addition.

Ok so basically if i take a bulb out, i wont need to add anything extra, but the plants will grow slowly (if at all!). If i keep both bulbs in then i will need this liquid carbon stuff, and the plants will grow well...
