Diy Divider Question?

I know there are tons of different post about this but none have really answered my question. I'm doing something like this: http://www.tropicalfishkeeping.com/diy-aquarium/diy-aquarium-tank-dividers-21866/
 
My question is how can I keep it sturdy at the top? I don't want to use silicon to glue it into the tank because I might do something different down the road and don't want the divider to be permanent. I thought about cutting the report binders to a point where they would fit in there really snug but I'm not sure how difficult it would be to get the plastic mesh sheet in. I couldn't find any of those aquarium metal pieces that come with dividers you buy at the pet store. Then I thought about using paper clips but I'm to scared they will rust being near the water. Any suggestions would be great. I'm sure I could get away without doing anything like this but I rather be safe then sorry. This will be a tank divider for two betta fish once it is finally up and running. 
 
I believe you can scrape the silicone off when you want to remove the dividers? I personally havn't done anything like this though.
 
Definitely don't use paper clips. They will most certainly rust and foull your water. I agree with ninjouzata the silicone can be simply removed with a razor when you want to remove it.
 
I highly recommend siliconing it in especially since you are using it to divide bettas.  Removal is just as simple as scraping the silicon off with a razor blade once the divers are taken off.  This actually quite simple to do and I have done it many a time with some of mine.  If you are dead set against siliconing it in, then make sure you get the divider really tight and you will have to be really careful not to bump it or pour your water change water back into the tank to hard or it will move the divider.  You can also put on the report divider pieces across the top of the craft mesh to increase stability with or without siliconing the divider to the tank.
 
I put it all together today. How I manage to make it fit as tight as I did I have no clue. We put sand in and water that barely moved it. Having the sand in there made it even more difficult to move it around. I did noticed that there felt like a gap near the bottom but I think that is covered with sand. I wasn't able to put my finger threw it so I'm hoping it will be okay. I will take a picture of the tank set up and see what you all think. I still need to get more decorations. I'm also going to be putting some live plants in the tank once it is cycled. 
 
Here are the pictures. Sorry it took so long. My computer wasn't reading the card thingy for my camera for some odd reason. Had to restart my whole system. This tank was set up today. There is more stuff I need to get for it. I just wanted to get both of my tanks up and running so when I can get fish I will be able to. This will be the betta tank. I plan on getting live plants and a little cave for the other side. The skull has a hole in the back for a fish to go hide in.

Thanks, my son picked it out. He wanted to bring a bigger one home yesterday (similar to that one, same eyes but bigger with a different design) but I told him no. I'm just trying to think what I can get for the other side that would go with the skull. Maybe a treasure chest or something. 
 
A decent looking treasure chest or sunken ship would probably look good with it, yep. ^_^
