Diseased Neon?

One neon out of the 5 that my brother has in his tank - seems to be looking all fluffy, and has been for the past few days. Observed the poor neon at an angle with his head pointing downwards just now. The 'fluff' seems to be on the lower fin :unsure:

He has different fish in his tank too, guppies, pleco, clown loaches, mollies, lamp eyes.
 
Looks like ich I'm afraid, its an "skin" agitation caused by weakness in their immune system, I THINK its a parasite therefore it can be passed from fish to fish, if you can then quarantine him (put him in a holding tank for treatment) or if not then get a live-bearers cage, basically a wee plastic topless box that sits with all edges out of the water so like a small basin full of holes to allow water to flow through. Yes I did say it can be passed on to other fish through the water but the reason for separation initially because if the disease worsens then other fish will start poking and prodding making him weaker.

Some medicines can be bought out of LFS's I'm pretty sure ant internal bacteria will work but I'm sure theres something that would do a better/quicker job of clearing it up. Mind when your doing water changes to use plenty tapsafe to eradicate any chemicals in the water that contribute to this disease.
 
Ich is that like white spot at all? One of his black mollies had white spot about 2 weeks ago - he dosed some white spot treatment into the tank on the morning i told him. And hasnt batted an eyelid at his tank lately :angry:
 
it is similar, but Ich tends to be more aggressive; though a lot of anti-parasite meds will fix both of the problems. I would reccommend adding aquarium salt (as most parasites are killed by the brackish water), and upping the temp to 80F. Also, water changes to remove as much of the existing medication as possible and re-dose accordingly (if he does 50% change, only half as much medication)
Its the best i can do i'm afraid, though it definately does look parasitic, and that is my general code of practice when i get parasites.
