The rams would be fine at that temp, but i don't know about the gourami's. If I were you If you want that Discus to do well, jackup the temp all the way to 30 C, that way you could avoid some bacterial infections such as ICH, also at this temp your DIscus metabolism would increase and that could get him to eat whatever your feeding him..just my 2 Cents.... :D GoodLuck...
 
You really shouldn't keep a male and female betta together. They may be fine right now, maybe even for a year, but one of them will kill the other. They are not meant to be together unless they are breeding. Luckily either of them or both can live alone in a 1 gallon which isn't to hard to set up. But I would get one or both of them out of there ASAP.
 
if the fish is not eating, watch to see if it is pooping. if you ever see that its waste is white and stringy, then you need to treat for internal parasites. if you never see waste, you will want to raise the temp and add some salt to the tank. just watch him for now.
