Dieing Yellow Lab

My yellow lab about 10mins ago starting looknig towards the sky flapping its fins. Anyone know what causes this? Im guessing that this fish's death is imminent, it does not look healthy at all lol.

How long has your tank been running?

Could be bacterial or could be parasitic. He does not look bloated to me from the picture, but is he?
