Dieing Guppies With Fungus Stuff?

One of my guppies appears to have torn fins with white outlines on some of them and also on its tail fin is a little whiteish yellow growth that looks like fungus. HeLp?!

What are your water stats in ammonia,nitrite,nitrate,and ph, how many gallons is the tank, plus how many fish and which type, can you issolate the fish as he will need treating with a bacterial med.

Unfortunately the infected fish has died...
But i think i have fount the problem, i recently dug up an old nitrite/nitrate (<--- not sure which one) testing kit, and the results came up as pink/redish and on the little peice of paper that came with it says "0.8" <-- whats taht? i know it is bad but any advice on how to lower this?

Is that the nitrite reading 08 water changes, though if it's an old test kit it might not be accurate.
