Desiase Or Or Tired

hey everyone i need some help
my fully grown tetra is on the ground finding it
hard to move is he sleeping or is it tetra desiase?

We need more info im afraid.

What kind of set up is it in and tankmates. How long have you had it and what do you do in way of water changes and filter cleaning?
Have you added anything or done anything to the tank before the fish went sick?

Have you any tests for ammonia, nitrite, nitrate and ph?

well its surrounded by small communitie ffffish 12, and it is a bout 30 inch tank i didnt ttrie any thing but i will know
