just wanted to no tank is cycling. can i wait till it has finished and i do my first massive water change to put plants and rocks in so it doesnt go all manky

plants and decor can actually be put in the tank during the cycling process, there is no need to wait.

Now, see, I would disagree, since the plants will need light, and having the lights on during fishless cycling will greatly encourage algae. Also, the plants will absorb some of the ammonia, thus delaying the cycle - probably not by much, admittedly, but a delay nonetheless.
