New 30L tank .
New plants, sorry, but no idea what they are.

When I bought the plants I had to keep them in a vase of water over night. (It's a long story.) The tops of the leaves were just about at the top of the water, but not completely covered.

These top leaves have withered and turned blackish. Obviously dead.
Some leaves further down (which were covered) have also gone the same way.
The stems also seem to have developed a significant amount of roots ... half way up the stems ... which puzzeled me.

Is this a problem and am I right to just pull the dead leaves off?

some plants take a while to get going and often lose some leaves at first...if your getting roots further down I would be inclined to remove the obviously dead section and give the remaining plant a little time to re-grow...all should be fine!

Its common to get roots from the stem. If the plant has been planted in the substrate then it should have rooted by now.

It would be a good idea to remove dead/dying leaves to help the plant and also maintain a cleaner tank. Decaying matter can add to nitrates.
